What[edit]
Action A2 is a clearance action, ensuring that there are no obstacles to go through implementation actions and that enabling activities to develop an adaptation and mitigation strategy run smoothly.
It makes sure that all conditions for moving to the demonstration phase are met and on time. We remark that, the IESS implementation activities do not require special permits also if some foreseen tasks – such the organisation of new local services - may be subject to legal norms Potentially, however, it could always be necessary to verify if there are procedures to meet or organism to be informed on different issues.
The action has also the objective to produce a first baseline framework assessment through an in depth expert environmental analysis focussed on the four main themes that will also highlight potential risks and contingency planning.
This action belongs to A – Preparatory set of actions.
How[edit]
Once the ideas on local needs and resources are more precise, the development of a very first hypothesis of a local strategy for mitigation and adaptation framed, and some main themes of interest (water, soil, energy, mobility) discussed with stakeholders, the partners will go through detailed studies to making a concrete analysis of the baseline situation. The D1.1 - Inventory of vulnerabilities and resources for mitigation, adaptation and resilience will be the main input and a guideline for the analysis.
At this stage, particular attention will be paid to the identification of conflicts, or legal problems, for example, relating to contracts or incentives.
An in depth expert environmental assessment analysis focussed on the four main themes and strictly related to the territory will be undertaken. It will allow to highlight other elements to go to the implementation phase. This way, the potential implications of IESS decisions will be taken into due consideration and account before following actions will start. This analysis enables environmental factors to be given due weight, along with economic or social factors. It helps to promote a sustainable pattern and it benefits all those involved in the planning process.
From the project's partners point of view, the preparation of an environmental statement in parallel with project detailed planning of implementation activities, provides an useful framework within which environmental considerations and design development can interact. Environmental studies may indicate ways in which the implementation plan can be modified to avoid possible adverse effects, for example through considering alternatives. Taking these steps is likely to make the demonstration stages run more smoothly.
The advisory opinion of Climate Change Committee, who will assist and be informed about progress report, when plans are still fluid, can enable to make adjustments which will help to secure a smoother passage for the proposed execution phase and result in a better outcome.
It should be noted that an outline of the main alternative approaches to the proposed development and the main reasons for their choice will be included in the analysis, together with contingency planning.
In parallel, controls on the need to request permissions will be verified: it can also be simply the necessity to comply with certain administrative procedures (if there is an agreement between two Municipalities this is neither a permit nor a license but a process that must still be acquitted).
The D2.2 - Reviewed GO report (26/09/2014) is the clearance report assessing that all needed authorisations are obtained in time (no doubts they are given).
The main risk of this action is delay (for instance in the case that the procedure to cross a private area takes 4 months instead of 2 months). For this reason, the partership agrees to introduce a buffer period, extending the duration of the activity to the to avoid any kind of problems.

Indicators of progress[edit]
- Performance
- Delivery of compliant outputs: preliminary project, tender documents, permits and detailed projects
- Quality of delivered outputs: completeness and appropriateness (assessed by the project management team). The threshold is that no formal complaint is raised)
- Schedule and effort variance;
- actual vs. planned start/duration of tasks (if lag time reserved for contingency is to be used then remediation actions must be triggered);
- actual vs. planned resource use (15% work overload and 5% budget variance are thresholds for triggering remediation actions)
