What[edit]
The implementation actions are organized starting from activity B1, aimed to define the local strategy of mitigation and adaptation through the same participatory and deliberative approach identified during preparatory actions.
This action will span through all IESS duration.
The objective of this action is to start up demonstration activities on field and to produce the grounding base and feedback to prepare the IESS-model handbook.
This action is also closely related with C1 and C2 Monitoring actions from which it will receive necessary feedback to be completed.
This action belongs to the B - Implementation set of actions.

In this activity, priorities are analysed from bottom-up with respect to the territories of implementation and related to technical and engineering studies developed in A2. The ultimate goal of Action B1 is to develop a shared strategy and an implementation plan that can act as a guide for the demonstration itself, allowing in the meantime the definition of a local model transferable to other European territories.
The partnership will take into account previous experiences, results and useful guidelines about strategies and approach to enable the local level to contribute to EU environmental and climate change commitments coming from other LIFE+ funded projects (i.e. CHAMP - Climate Change Response through Managing Urban Europe-27 Platform, Project ; LIFE07 ENV/FIN/000138, 2009-2012 and ACT - Adapting to climate change in Time Project , LIFE08 ENV/IT/000436, 2010-2012) without forgetting IESS needs and peculiarities.
The Climate change committee (CCC) in plenary session will discuss different strategies to address each impact and vulnerability on the basis of four main criteria: (1) strategies that take into accounts suggestions, vulnerability and resources emerged in A1 (2) strategies that falls within the municipals' jurisdiction, (2) strategies that are economically feasible (both in the lifetime of the project duration and in the future), and (3) strategies that do not duplicate or contradict current climate mitigation measures at broader level (national or European plans, recommendations, etc.).
The CCC Committee will prioritized which strategies will be ultimately included in its recommendations. Strategies that could be characterized as “no regret” actions or actions having multiple co-benefits will be regarded as high priority measures.
A list of Recommended Climate Adaptation Strategies to the City Councils to address climate change vulnerabilities and solutions related to energy and water management, agriculture, land and biodiversity, mobility, will be identified with a different focus on main themes. The CCC will work to combine multiple strategies into a single adaptation strategy to broaden their positive impact.
Internal municipal staff will develop a more detailed implementation plan for the selected recommendations which would outline specific components, critical steps, budgeted costs, and timelines. The detailed plan will naturally take into account existing municipal investments and efforts. The plan which would be created by a multi-department team and reviewed by applicable Municipals' Commissions, would be presented to City Councils for consideration.
The plan will include at list the following sections: (1) Overview – A review of potential climate change impacts, the original recommendation to address these impacts, and how it relates to the proposed actions; (2) Program Strategy – An in-depth description of the programmatic approach for implementing the proposed actions to reduce future risks and costs from climate change impacts including outreach activities and required municipal regulatory steps (3) Performance Metrics – The metrics which will be tracked and reported to quantify the performance of the demonstration activities (4)Timeline – A general timeline of important milestones as demonstration activities is implemented (5) Budget – The detailed budget foresees by the project to implement the demonstration actions.
The participative development and deliberation of local mitigation and adaptation strategy and plan has its own checkpoint in the milestone M4, which marks the transition to activities on fields (B2-B5) along the IESS themes of interest (water, mobility, land, and energy).
From then on, a parallel action of observation will start and run along the entire length of the project. It aims to tune and refine both strategy and plan on the basis of feedback received from the monitoring actions (C1 and C2).
Three public information displays (PID) will be placed in highly visible places (e.g. outside partners town halls) to progressively inform the citizens of main savings (eg in terms of CO2) that the parallel initiatives will achieve.
The action continues until when both the environmental and socio-economic assessment will give a validation that enables the preparation of the IESS Model Handbook, the main deliverable of the project and the basis of the construction of a local strategy for adaptation and mitigation aimed to continue beyond the end of the funded period.
