What[edit]
Once developed the IESS strategy and the plan in its initial form (B1), the parallel activities of demonstration (B2-B5) can start.
Action B2 aims to create the enabling conditions to facilitate a lasting change in local urban mobility.
In fact, it is widely acknowledged that the mobility and transportation sector is responsible for a major contribution to global warming and climate change. Also at local level it now represents a principal matter of concern for planners and policy-makers. In general, the approaches are aimed at the formal, structural elements, with little attention being paid to the users.
In the recent past there has been a strong opposition by the citizens of the involved territories to the reconfiguration of the provincial mobility system (eg the review of the road axis joining the industrial area of FONTA with the road system in the province of Vicenza) because of the negative impact on a site of special environmental value as that of the Brenta River. The determination of alternative solutions seems to be based on good starting conditions.
With the IESS Project, the idea is to involve citizens even in the early stages of implementation with the demand for constant feedback. In fact, to build the resilience needed to cope with climate change, the residents must be at the centre of such process.
The activities are mostly mitigation measures that are oriented through different directives of local mobility: (1) the circuit of commuting by car (both among participating municipalities and also to surrounding cities) in order to reduce the environmental impact encouraging carpooling services, (2) the integration of existing cycling paths, (3) the definition of walking buses and bicycle trains.
This action belongs to the B - Implementation set of actions.

The first step of implementation is the preparation of tendering procedures to select economic operators and award a car-pooling service in the IESS territory.
The carpooling service will use a web portal that enables the composition of the fleets for the movement of people, allowing the sharing of cars between those who follow the same route. In this way, paths characterized by a significant demand for mobility will be selected, concentrating and refining the offer that is not sufficiently satisfied following the reorganization of public transport due to provincial or regional budget cuts.
The IESS carpooling system would provide immediate benefits such as reducing the number of vehicles and CO2 emissions, reducing traffic congestion, producing savings in terms of cost per capita, improving social relations between people.
The service will be characterized by a minimal technological infrastructure that allows interaction through Web and SMS. The CCC – Mobility Interest Group (CCC-Mobility) can gather information about available places (stores, bars, cafes, youth centers, both public and private) or "local agents" and subjects (associations or individuals) who want give voluntary support for widespread the use of the service also towards older people or non-digital natives.
Citizens are called upon to give their feedback, during the implementation period, by sending sms, email, messages on carpooling portal pages and on the IESS website.
Periodically, during monitoring actions (C1) CCC-Mobility will verify the information received from citizens and provide feedback for improvement to the service providers. Account of the actual service mileage, mileage savings, lower CO2 footprint will be registered.
At proposal time, we can not exclude that at the time of implementation of the service, the better choice should be the integration with other existing services that could be developed, for example, at the provincial or regional level.
The second focus on sustainable mobility is connected to the municipals' cycle lanes investments. Two of the three municipalities involved, FONTA and CARMI have already partially completed existing projects (for FONTA with the construction of 45% of 17.8 km of the total provided bike network; for CARMI with the construction of 35% of a total of 20.2 km). GRANT will start the construction in 2012 (a lane of 15 km is planned).
In conjunction with the implementation phases of the project, it will be necessary to design a series of cycle lanes connections that allow to complete unconnected paths (i.e. between GRANT and CARMI and between GRANT and FONTA) facilitating this cross-level connectivity between the three municipalities.
The objective is to detailed the planning of the connections that can complement the natural function of the bike paths, favouring other types of use for educational and recreational purposes in order to create a multi-modal system and interrelated pathways for example for local tourism.
For this purpose the creation also of “minor” historical and environmental cycle and pedestrian routes will enhance and protect the natural and rural landscape with particular attention to interactions with environmental values and the anthropogenic impacts.
Walking buses (or their variation as bicycle trains) is a simple but efficient way to favour changing of behaviors and habits inside the communities. It seems (and is) a simple solution but also very effective on reduce traffic congestion, pollution, and speed, raise concern for the environment, take back neighbourhoods for people on foot, share valuable time with local community leaders, parents, and children. The CCC-Mobility will support technical staff to identify the best walkable roots, fixed route with designated "bus stops" and "pick up times" also with the involvment of schools and parents representatives.

Expected results[edit]
Principal results of this actions are:

- 1,500,000 km/year saved with carpooling service
- 225 TCO2/year saved
- 60,000 km/year saved with walking buses
- 25% increase of use of cycle paths
